Red comes on his own container lot. Either build him a tiny place to live on this 1x1 residential lot, or visit the lot, go back to the neighborhood, then move Red to the Sims Bin. From there he may be moved to any lot you prefer. After he's moved out, bulldoze the empty container lot or use it to build something else.
